QUALIFICATIONS:

 

• Minimum of five (5) years of progressive leadership experience in operations, facilities management, or a related field.
• Experience in a K-12 educational environment is highly desirable.
• Excellent interpersonal and communication skills with staff, parents, patrons.
• Strong knowledge of facilities management, maintenance operations, and custodial services.
• Familiarity with safety regulations, building codes, and environmental standards.
• Excellent leadership, organizational, and problem-solving skills.
• Proficiency in using technology, including facility management software and Microsoft Office Suite.
• Valid driver’s license and safe driving record.

Bachelor’s degree preferred.

 

JOB SUMMARY

The Director of Facilities is responsible for overseeing the planning, coordination, and execution of operational functions that support the school district’s educational mission. This role provides leadership in maintaining safe, clean, and efficient facilities and grounds while ensuring compliance with applicable laws, regulations, and district policies. The Director of Facilities supervises the maintenance, facilities, custodial, grounds, and warehouse teams to achieve high operational standards and supports a conducive learning environment.

 

ESSENTIAL JOB FUNCTIONS:

Strategic Planning and Leadership:

• Develop and implement short- and long-term operational plans that align with the district’s strategic goals.
• Provide leadership and direction to staff, fostering a culture of excellence, teamwork, and accountability.
• Recommend and manage budgets for assigned areas, ensuring fiscal responsibility.

Facilities Management:

• Oversee maintenance, repair, and improvement projects for all district facilities to ensure safety, functionality, and compliance with regulatory standards.
• Develop and manage preventive maintenance schedules for facilities and equipment.
• Coordinate capital improvement projects, including renovations and new construction, in collaboration with architects, contractors, and district leadership.
• Perform evening or weekend work to address emergencies or attend meetings.
• Collaborate with supervisory staff to ensure appropriate staffing and workplace issues are addressed in accordance with district policy.

Custodial Services:

• Ensure that custodial teams maintain clean, sanitary, and inviting facilities in all district buildings.
• Develop and implement cleaning protocols and schedules to meet health and safety requirements.
• Monitor custodial supply inventories and ensure efficient use of resources.
• Communicate regularly with supervisory staff to provide support for effective management of the work unit.

Grounds Management:

• Supervise the maintenance of district grounds, including landscaping, athletic fields, and parking lots.
• Oversee snow removal, storm preparedness, and seasonal maintenance to ensure safe and functional outdoor spaces.
• Work with supervisory staff to determine work unit needs and develop strategies to access resources.

Warehouse and Logistics:

• Oversee warehouse operations, including inventory management, distribution of supplies, and equipment storage.
• Ensure efficient delivery systems to support district operations and minimize disruptions to instructional activities.
• Support supervisory staff with daily operations and provide needed resources to meet daily service goals.

 

Compliance and Risk Management:

• Ensure compliance with federal, state, and local regulations, including OSHA, ADA, and environmental standards.
• Conduct regular safety inspections and address potential risks promptly.
• Develop and maintain emergency response plans for operational areas.

Collaboration and Communication:

• Collaborate with school administrators, staff, and external vendors to ensure operational support for district programs.
• Serve as the primary point of contact for facilities-related issues and emergencies.
• Prepare and present reports on operational activities and performance to the Superintendent and Board of Education.

Purchasing and Bidding Responsibilities

• Develop and oversee procurement processes for all facility-related supplies, equipment, and services, ensuring compliance with district policies, state regulations, and applicable procurement laws.
• Prepare and manage bid specifications for facility maintenance, renovations, and construction projects, ensuring accuracy, transparency, and alignment with the district’s needs and budget.
• Coordinate competitive bidding procedures, including advertising, pre-bid meetings, bid evaluation, and contractor selection, to secure cost-effective and high-quality goods and services.
• Review and analyze vendor and contractor proposals to ensure compliance with bid requirements, contract terms, and industry standards.
• Negotiate contracts with suppliers, service providers, and contractors to secure favorable terms and ensure compliance with performance expectations.
• Maintain accurate records of procurement activities, bids, and contracts, ensuring accountability and accessibility for audits and reporting.
• Collaborate with district leadership, legal counsel, and financial officers to ensure that all purchasing decisions align with school board policies, budgetary constraints, and long-term facility planning goals.
• Monitor vendor and contractor performance, ensuring adherence to contract terms, timely delivery of goods and services, and resolution of any disputes or deficiencies.
• Stay informed of market trends, new technologies, and best practices in school facility management procurement to enhance efficiency and cost-effectiveness.

• Generally, the job requires 30 percent sitting, 35 percent walking, and 35 percent standing
